Strategic Planning Sessions with State Tax Service and State Customs Service

During the Strategic Planning Sessions held on 20 November 2020, the tax and customs representatives along with the Ministry of Finance members and EU experts from EU4PFM programme discussed the opportunities of developing the winning culture in government institutions of Ukraine. The importance of clearly stated strategy was underlined as a key factor for delivering better performance results in public finance management organizations.

The holistic approach and the strategy of building a high-performance culture includes the review of government organizations’ values, mission and vision statements. Moreover, three other aspects have to be considered while formulating a proper strategy: (1) key performance indicators, revenue system, discipline of execution; (2) employees’ motivation and engagement: extrinsic vs intrinsic (3) leadership role: styles and concepts. As the organizational structure differentiates among the tax and customs services, the session was adjusted for each separately.  

Mr. Egon Veermäe, the EU4PFM team leader in tax and customs programme, opened the session with the presentations on the EU4PFM project approach and its priorities for 2020 in tax area. He focused on such aspects as a new tax compliance strategy: measurement framework and risk management; oversight framework for Ministry of Finance; business process review; tax base broadening, etc. The main goal-achieving tools will be study visits, round table discussions, meetings, seminars, conferences and training activities. 

 Mrs. Jurgita Domeikiene, International Key Expert on Human Resources Management and Public Administration Reform, elaborated on the main tasks in the area of Human Resources Management both for tax and customs services. Among the highlighted are the development and improvement of HR strategy and HRM standards, recruitment planning and management, appraisal practices for civil servants, professional development and trainings, anti-corruption and integrity policies, also government policy on PAR.   As a result of the session, the actions on developing the strategy on building a high-performance culture in government institutions of Ukraine will be implemented in 2020 year.
