The European Business Association was among the first interested in the practical application of NCTS

The first seminar for business on the “Implementation of the Common Transit Regime in Ukraine. Practical issues of NCTS application”, organized by the State Customs Service and the Ministry of Finance together with the EU Public Financial Management Program in Ukraine (EU4PFM), was held for representatives of the European Business Association (EBA) on February 17 online. The initiator was EBA. More than 70 members of the Association participated in the event.

According to Mr. Vladislav Suvorov, Deputy Head of the State Customs Service, “Business representatives demand both general and practical information on the Common Transit Regime and the specifics of NCTS use at different stages of its application in Ukraine, and the State Customs Service is ready to provide such information.” “The initiative for the seminar is coming from EBA, and its preparation in less than a week showed that we can respond immediately to such requests,” stated Mr. Vladislav Suvorov.

The speakers, Mr. Alexander Moskalenko, Director of the Customs Policy Department of the Ministry of Finance; Mr. Serhiy Demchenko, Director of the Department of Customs Development and Control of the State Customs Service; Ms. Alina Brendak, National Coordinator for Common Transit, Head of the International Transit System Development Department of the Customs Development and Control Department of the State Customs Service; representatives of Kyiv and Volyn customs; Mr. Konstantin Bilchuk, EU4PFM expert, – answered for at least 40 questions from participants. The seminar was organized with the support of the State Customs Service, the Ministry of Finance of Ukraine, and the EU4PFM Programme.

Mr. Serhiy Demchenko stressed that all interested business representatives can take part in the pilot project of the NCTS application. With this regard, a letter to the State Customs Service shall be written.

The State Customs Service intends to continue a series of seminars for other business associations so that the process of transition to a common transit system will be as clear and convenient for business as possible.

“This is the first seminar on Common Transit and NCTS application. The next ones can be carried out at times when new information and experience of application of the system, important for business, arises. Such seminars can also be held at the request of the business community, ” acknowledged Ms. Alina Brendak.

As previously reported, in November 2020, Ukraine began the Common Transit Regime introduction process. NCTS is the technology that underlies the European Convention on the Common Transit Procedure. The process will take place in three stages: a pilot project, national and international application of NCTS. A special section has been created on the official website of the State Customs Service, as well as seminars for business have been planned.
