Digital transformation , anti-corruption policy, and institutional capacity: EU4PFM delegation meets with the State Customs Service in Kyiv
The EU4PFM delegation continues its visit to Kyiv.
Yesterday, a series of discussions took place focusing on the State Customs Service’s interim results in the context of European integration. Priority areas of cooperation included digitalisation, anti-corruption policy, and institutional and human resources development.
Oleg Nikolaychuk, Deputy Head of the State Customs Service for Digital Development, Digital Transformation, and Digitalisation, informed about the preparation and adoption of a number of regulatory acts that lay the foundation for the development of modern IT products necessary for Ukraine’s full membership in the EU.
Particular attention was given to the adaptation and amendment of the Long-Term National Strategic Plan for Digital Development, Digital Transformation and Digitalisation of the State Customs Service (MASP-C), based on the list of IT systems provided by DG TAXUD. Among the initiatives currently underway, the continuation of work on the “Risk Profile Manager” system was highlighted, with its full deployment planned for 2026, as well as the development of a unified Contact Centre, which will serve as a modern support channel for businesses, citizens and customs officials.
At the same time, the parties discussed areas requiring targeted improvements, in particular the implementation of NCTS Phase 6, scheduled to launch on 1 June 2026. EU4PFM Programme Manager Jurgita Domeikiene reviewed the presented developments and confirmed the intention to continue cooperation with the State Customs Service on advancing digital processes.
In the area of anti-corruption the discussions covered preparation of an Anti-Corruption Programme and joint surveys of businesses and customs staff made in cooperation with the World Customs Organization.
The State Customs Service also presented its approach to forming a talent pool, its staff development strategy, and the updated procedure for attestation of customs officers.
The parties also discussed next steps and agreed on upcoming joint activities.
Later this week, the dialogue on digitalisation of the State Customs Service will continue, along with dedicated meetings on the preparation of Ukraine’s new Customs Code.
