EU4PFM concluded its Study Visit to Bulgaria with new partnerships and cooperation agreements
The key outcome of the four-day Study Visit of the Ukrainian delegation to Bulgaria was the establishment of close contacts and partnership relations between the tax authorities of the two countries. The participants engaged in an active exchange of experience and best practices related to the harmonisation of Bulgaria’s national tax legislation with European standards.
Representatives of the Ministry of Finance of Ukraine, the State Tax Service, and the Verkhovna Rada learned about the practical cases of administrative cooperation applied by their Bulgarian counterparts. The participants took the opportunity to ask questions, discuss current challenges, and establish direct contacts for future collaboration.
The fourth day focused on the implementation of the DAC7 Directive, which regulates the activities of digital platform operators, and the DAC9 Directive, related to the introduction of a global minimum tax. The agenda also included discussions on the architecture of automatic exchange of information systems, the process of generating and submitting reporting files, joint audit practices, and tax control measures in the context of the digital economy.
EU4PFM and the Ukrainian delegation expressed their sincere appreciation to the colleagues from Bulgaria’s National Revenue Agency for their openness, willingness to generously share experience, and warm hospitality.
Deputy Minister of Finance Oleksandr Hrubiian noted:
“We sincerely appreciate your willingness, despite your busy schedules, to find time for our country and share Bulgaria’s experience. Every day, our team discussed what we had heard – and it was extremely valuable. We are grateful for your empathy, openness, and the warmth with which you treat Ukraine. Special thanks go to our colleagues from EU4PFM and CPMA for the excellent organisation of this visit. I am convinced that with such a team – the one we have had the honour to work with these days – we simply have no other choice but to successfully complete our path to the European family.”
“On behalf of the EU4PFM Expert Team, I would like to express our sincere gratitude to our Bulgarian colleagues. These four days have been truly inspiring and highly productive. Thank you for being with us from morning till evening, for your openness, and for sharing such valuable insights according to a very comprehensive agenda. This visit was not only about exchanging information or discussing taxation – it was about building genuine connections. We have gained not just knowledge but new friends.
I would also like to thank our Ukrainian colleagues for their deep engagement, expressed interest, and thoughtful questions. And, of course, heartfelt thanks to my EU4PFM Team for the excellent organisation of this Study Visit,” – Jurgita Domeikiene, Team Leader of EU4PFM Components 1, 3, and 4 stressed.
The Study Visit was organised by EU4PFM as part of its ongoing support for strengthening the institutional capacity of the Project’s partner institutions.
