EU4PFM continues to support the Ministry of Finance in advancing Public Internal Financial Control and Public Sector Accounting 

EU4PFM International Expert on PIFC Manfred van Kesteren recently met with the leadership of the PIFC Harmonisation Department and PSA Department of the Ministry of Finance. The partners discussed progress made and upcoming joint milestones. The spotlight was on the elaboration of the Public Finance Management Strategy for 2026–2030 in PIFC and PSA dimensions.

Public Internal Financial Control (PIFC)

Drafting the new PFM Strategy is among the top priorities in the PIFC area. Partners confirmed that when drafting the Strategy they are basing their proposals on findings from Enlargement, Screening and SIGMA reports. Experts from the Project and representatives of the PIFC Harmonisation Department of the Ministry compared their approaches and outlined a vision for the future development of internal control and internal audit in Ukraine. Another focus in joint work is piloting on internal control at the Ministry of Justice which will focus on improvements at the practical level.

In addition, the PIFC stream expands to cover a new cooperation area – the role of internal audit in countering fraud. The Project’s experts will support the PIFC Department by advising on training programmes for professional development in this area.

Public Sector Accounting (PSA)

Besides the ongoing work on PFM Strategy, partners from the PSA Department also highlighted key achievements made in their area under the EU4PFM umbrella and outlined upcoming activities. Key topics included the development of new IPSAS-aligned accounting standards, sustainable development reporting by public sector institutions, and the planning of a study visit to facilitate practical knowledge exchange.
