EU4PFM drives forward a stronger Anti-Corruption Programme for Ukrainian Customs
Representatives of the Anti-Corruption Unit of the State Customs Service of Ukraine spent two intensive days in Warsaw working closely with EU4PFM international experts Jacek Kapica and David Szescilo on the draft Anti-Corruption Program for 2026–2028.
Building on the significant progress achieved over the past three years, the team is now moving towards a more ambitious and comprehensive approach in implementing anti-corruption measures and strengthening SCS’s resilience to corruption. The discussions were guided by the legal requirements for developing such programmes and covered the key pillars of the future framework, including anti-corruption policy principles, the tasks and measures for its implementation, the risk register together with mitigation measures and implementation stages, as well as the anti-corruption training plan.
The workshop took place during the external consultation phase of the draft programme and provided an opportunity to integrate additional practical improvements. EU4PFM experts proposed a number of recommendations based on survey results and EU best practices, including the introduction of internationally recognised standards, strengthening whistleblowing mechanisms, enhancing the role of managers in promoting a culture of integrity, and revising and promoting the Code of Ethical Conduct.
Representatives of the State Customs Service welcomed the proposals and confirmed their readiness to implement and further develop them, as well as to continue close cooperation with EU4PFM in rolling out and promoting the new Anti-Corruption Program.
