EU4PFM experts delivered a three-day training on developing managerial competencies for the State Customs Service
Leadership is often shaped in times of uncertainty. From 24–26 February, EU4PFM delivered a comprehensive three-day training programme designed to strengthen the managerial competencies of the State Customs Service (SCS). The event brought together nearly 400 SCS officials, including heads of structural units from the central office and regional bodies.
Over the course of the training, Kristina Jakubaityte-Revutiene, EU4PFM International Expert on HR, provided a strategic framework for managing teams in high-pressure environments. Key focus areas included:
- Defining leadership identity and understanding a leader’s influence on others
- Developing core skills that enable teams to succeed
- Providing effective feedback to improve performance and using coaching conversations to develop capabilities
- Exploring decision-making frameworks in uncertain and high-pressure situations
- Leading teams through change and overcoming resistance
- Shaping and influencing organisational culture
In opening remarks, Jurgita Domeikiene, Team Leader of EU4PFM Components 1, 3, 4, acknowledged the extraordinary challenges faced by managers working under wartime conditions:
“Working as a manager in such challenging wartime conditions is extremely demanding. No one prepared you at university for the realities you face today. The fact that you are here demonstrates your commitment and your managerial competence. This training gives us an opportunity to reflect together on what effective leadership and management mean in practice, how to organise your own work and that of your teams more effectively. We are here to support you on this path.”
EU4PFM experts emphasised that choosing to invest time and effort in professional growth during such war-time circumstances reflects resilience, responsibility and a strong commitment to public service.
