EU4PFM held a two-day training “Judicial Review of Public Procurement Disputes in the Context of Ukraine’s European Integration”
The event brought together judges from the commercial and administrative jurisdictions to enhance their expertise. The training was led by experts from the EU4PFM Public Procurement Component, alongside Supreme Court and regional Commercial Court judges, and representatives from the Antimonopoly Committee and the State Audit Service.
The primary aim was to improve the participants’ systemic understanding of the legal framework and practical aspects of dispute resolution in public procurement. The training focused on:
- integrating EU law and current changes in Ukrainian legislation;
- developing practical skills in the use of modern digital tools, including generative AI.
“Ukraine is steadily aligning its legal and institutional systems with European standards. In the area of public procurement, this means not only implementing EU-based rules but also ensuring their consistent interpretation and enforcement. Judges — and those who train judges — play a crucial role in this process. A coherent and well-informed judicial practice is key to a transparent and reliable procurement system”, noted Eriks Mezalis, Team Leader of the EU4PFM Public Procurement Component.
The agenda covered European approaches to public procurement, jurisdictional challenges, and the review mechanisms that ensure accountability and fair competition. It also explored how digital tools, including AI-based solutions, can enhance judicial training and case analysis.
