			EU4PFM International Experts on HR conducted a three-day Advanced Management Programme for first- and mid-level STS managers
More than 500 STS participants joined the course to explore tools and practices that have proven effective in leading people and building strong teams. Kristina Jakubaityte-Revutiene, EU4PFM International Expert on HR, shared her expertise and provided feedback on the five newly developed Managerial Competencies introduced by the STS:
- Act as a Role Model. In volatile environments, people follow leaders who offer safety (psychological security and trust), meaning (clear purpose and direction), growth (opportunities for development).
 - People Management. Leading people means combining purpose, empowerment, ownership, clarity, and trust into a supportive culture where teams thrive.
 - Change Management. Change succeeds or fails based on how people experience it. Leading change is not about managing processes — it’s about leading people through uncertainty.
 - Responsibility for Decision-Making. Daily leadership habits that support clear, ethical, and responsible decision-making: decide with imperfection, balance speed with evidence, clarify trade-offs, empower ownership, model courage, think ahead.
 - Leadership. Leaders who model mattering behaviours build workplaces where people feel seen, valued, and motivated to give their best.
 
These training sessions were part of the ongoing EU4PFM support to the STS in developing and implementing its Competency Framework.
