EU4PFM observed the SCS Steering Committee on Customs Reform
A regular meeting of the Steering Committee for the implementation of the Reform Plan of the State Customs Service of Ukraine for 2024–2030 was held with the participation of representatives from the Ministry of Finance, the European Commission, the EU Delegation to Ukraine, the International Monetary Fund, and EU4PFM Programme.
Opening the meeting, Deputy Head of the State Customs Service Vladyslav Suvorov noted that the Reform Plan has guided the Service’s work over the past two years, with many measures already implemented. He highlighted key reform priorities: strengthening the law enforcement function, enhancing anti-corruption measures, reforming HR management, and advancing digitalisation.
Oleksandr Moskalenko, Director of the Customs Policy Department at the Ministry of Finance of Ukraine, underlined that the SCS Reform Plan serves as a roadmap for the coming years to coordinate the work of both government institutions and international partners within the framework of the National Revenue Strategy.
The Steering Committee, represented by the management and Heads of SCS departments, approved three key documents, which will guide the further development of the customs system under the National Revenue Strategy until 2030:
- amendments to the Reform Plan of the State Customs Service for 2024–2030 to align it with the Medium-term implementation plan of the National Revenue Strategy;
- strategic performance indicators to measure progress in implementing the customs component of the National Revenue Strategy;
- the Change Management Concept of the State Customs Service of Ukraine.
“Despite the difficult circumstances, the Ukrainian team sets clear goals – both for the end of this year and for the period ahead. The EU4PFM Programme will continue to support the preparation of the new Customs Code, the anti-corruption component, and explore possible cooperation in IT system development. I also welcome the start of management process reforms, reflected in the introduction of KPIs in the Plan,” said Jurgita Domeikiene, Team Leader of the EU4PFM Programme Components 1, 3 and 4.
The Committee meets regularly to monitor and coordinate the implementation of the Customs Service Reform Plan and, when necessary, engage other stakeholders to ensure transparency and achieve more effective results.
