EU4PFM Procurement Component Team and Public Procurement Department set priorities for the next Project phase
The EU4PFM Procurement Component experts held a meeting with the representatives of the Public Procurement and Competition Policy Department of the Ministry of Economy, Environment and Agriculture to review ongoing cooperation and agree on key working initiatives until the end of 2025.
The spotlight was on the following:
- Public Procurement Law. Finalisation, adoption and practical implementation of the law remain central. Both sides stressed the importance of strengthening the professionalisation of procurement specialists, particularly given the scale of Ukraine’s procurement system.
- Defence Procurement. The partners agreed to initiate work in this area by organising a webinar for stakeholders. The aim is to exchange views on aligning Ukraine’s framework with the EU Defence Procurement Directive and to address practical aspects of its application.
- Support for Small and Medium-sized Entrepreneurs. Two studies are underway to collect feedback from Ukrainian and European small and medium sized businesses on barriers to accessing each other’s markets. Planned actions include enhanced informational support, regular community conferences to connect businesses with foreign partners, and the development of a B2B platform for partnership and tender opportunities.
The meeting also touched upon further steps in utilities procurement, secondary legislation for PPPs and Concessions, promotion of WTO Government Procurement Agreement related opportunities and social procurement.
The partners confirmed their shared commitment to building a competitive and efficient procurement system for Ukraine – one that meets EU standards and creates better opportunities for government, businesses and taxpayers.
