How to measure the effectiveness of public procurement and why ethics matter

These were the key topics discussed on the final day of the training «Public Procurement – a Strategic Area for the Development of the National Economy During and After the War», organised by experts of Procurement Component of the EU4PFM Programme together with the Public Procurement Department of the Ministry of Economy of Ukraine.

The training was designed for lecturers of higher educational institutions who teach public procurement. Such events help them stay up to date with ongoing changes and pass relevant knowledge on to their students and training audiences.

Key discussion points:

  • What gets measured gets managed. KPIs help assess whether a procurement strategy supports business success or falls short of strategic goals.
  • KPIs should be reviewed regularly to ensure they continue to reflect strategic objectives and operational realities.
  • Ethics start with leadership. Leaders shape organisational culture by setting the tone, recognising and promoting ethical behaviour, and supporting their teams’ personal growth and self-realisation.
  • People perform better when their work has meaning. When procurement professionals see the societal value of their work, they are more likely to act ethically and remain committed to their roles.

As always, participants had the opportunity to work in groups, analyse real-life cases, and apply theory in practice.

Participants’ positive feedback highlighted the relevance of the topics, the professionalism of the trainers, and the overall high quality of the training.
