Ministry of Finance and EU4PFM continue advancing tax reform and digital transformation of the public finance system

On 16 September, Deputy Ministers of Finance of Ukraine Svitlana Vorobei and Oleksandr Hrubiian held a meeting with the leadership and Expert Team of the EU4PFM Project, as well as representatives of the EU Delegation to Ukraine, to discuss tax policy issues and the implementation of the Ministry of Finance’s digital projects.

During the meeting, Svitlana Vorobei emphasised the importance of further supporting the integration of national tax legislation with EU law, aligning existing VAT and excise administration systems with the requirements of the relevant Regulations that govern the administration procedures of these taxes and the functioning of such systems in EU Member States.

“EU4PFM is a reliable partner that supports the implementation of systemic changes in the tax sphere and adaptation to European standards. We are grateful for the expertise and technologies that enable the creation of a modern, efficient, and fair taxation system,” noted Deputy Minister of Finance of Ukraine Svitlana Vorobei.

In the discussion, Jurgita Domeikiene, Team Leader of EU4PFM Components 1, 3, and 4, underlined:

“We are open to new formats of cooperation to accelerate the implementation of European standards and digital solutions in Ukraine’s financial sector. The EU4PFM Expert Team will continue to consistently support the Ministry of Finance’s strategic course and contribute to the successful implementation of reforms in Ukraine’s public finance management system,” concluded Ms. Domeikiene.

Oleksandr Hrubiian presented the completion of the operational plan for implementing the Ministry of Finance’s Digital Development Strategy, which outlines phased implementation and focuses on consolidating tax and customs IT resources under an independent administrator.

“The expert support provided by EU4PFM is a key factor in implementing public finance digital transformation projects, particularly in consolidating tax and customs IT resources at the level of the Ministry of Finance. This strengthens transparency, efficiency, and security for both taxpayers and the state,” highlighted Deputy Minister of Finance of Ukraine Oleksandr Hrubiian.

The EU4PFM leadership also reaffirmed their continued support for the implementation of the Digital Development Strategy for Ukraine’s Public Finance Management System and the sustainable development of public finances under today’s challenging circumstances.
