Networking Roundtable for HR Managers “From Functions to Competencies: Shared HR Perspective” Held with the Support of EU4PFM

On 26 November, HR specialists from the Ministry of Finance, the State Tax Service, the State Customs Service, the State Audit Service, the State Treasury Service, and the State Financial Monitoring Service gathered for a networking roundtable to share practical experience in introducing new approaches to human resource management. The discussion focused on competency models and their development within public institutions.

Jurgita Domeikiene, Team Leader of EU4PFM Components 1,3,4, and International Key Expert on HR/PAR, welcomed participants and said:

Kristina Jakubaitytė-Revutienė, EU4PFM International Expert on HR, added:

“Ukrainian public finance institutions have made significant progress in introducing new approaches to human resource management and the competency model. And this is only the beginning.”

In her presentation, she outlined the evolution of HR in the public sector – from basic personnel administration to a system built on competencies, capabilities, and values. She emphasised that competencies give structure, while capabilities unlock the organisation’s potential: they manifest through team collaboration, knowledge sharing, and the spread of innovation. “This is the invisible architecture that turns individual talent into collective achievement,” the expert noted.

Representatives of the Ministry of Finance, the State Customs Service, and the State Tax Service presented their strategic areas for staff development, including approaches to recruitment and onboarding, youth engagement, mentorship, and international practices of professional development. They also raised the issue of in-house training for civil servants during martial law.

Throughout the event, participants repeatedly highlighted the support provided by EU4PFM and its contribution to strengthening the institutional capacity of their institutions.

The event was organised by the Ministry of Finance in cooperation with EU4PFM.
