New Public Procurement Law is a key condition for implementing the EU–Ukraine Association Agreement and preparing for accession negotiations

Ukraine is advancing efforts to align its public procurement system with European standards, a critical requirement for implementing the EU–Ukraine Association Agreement and preparing for accession negotiations.

Eriks Mezalis, Team Leader of the EU4PFM Public Procurement Component, together with Javier Casasnovas-Bernad, Programme Manager at the EU Delegation to Ukraine, and Project experts, met with Andrii Teliupa, Deputy Minister of Economy, Environment and Agriculture, and representatives of the Public Procurement Department. The discussion centred on progress in aligning Ukrainian legislation with the EU acquis and on further Project’s support.

“The final compliance table for Draft Law No. 11520 has already been submitted to the European Commission – we are awaiting their conclusion. After that, the law may be put to a second reading in the Verkhovna Rada. We are also preparing for the next steps: new laws for Utilities and Defence procurement. In parallel, we are modernising Prozorro – adapting it to EU requirements, introducing quality-based evaluation, integrating it with the EU Tenders Electronic Daily portal, and developing the appeals system,” noted Andrii Teliupa.

Eriks Mezalis highlighted the results of joint work with the Ministry as well as steps for further EU alignment: “Together with our colleagues, we have built a truly close and effective partnership that has already delivered tangible results in legislation drafting, capacity building and procurement professionalisation areas. We are very much looking forward to the new Public Procurement Law which would bring Ukraine’s procurement system closer to the EU standards”.

The Team Leader reaffirmed the EU4PFM Programme’s commitment to supporting the Ministry through the next reform stages, from legislative improvements to enhancing Prozorro’s functionality.

The meeting underscored the partners’ readiness to continue joint efforts for the successful implementation of Public Procurement reform.
