Professional Procurement, in cooperation with the Mineconomy and EU4PFM, held the national forum “Prozorro Market: Efficiency and EU Alignment”

On November 4, the largest national forum dedicated to developing public procurement and the Prozorro Market electronic catalogue was held. The event brought together over 200 participants, including contracting authorities, Ukrainian entrepreneurs, representatives of state and international institutions.

Beyond procurement innovations and the use of the e-catalogue, the discussions focused on Ukraine’s path toward European integration and the harmonisation of procurement approaches with the EU.

“Prozorro Market is a new standard for public procurement — efficient, transparent, and aligned with European rules. Today, more than 15,000 contracting authorities conduct their procurements through the system, and by the end of 2025, the total amount is expected to reach 100 billion hryvnias — twice as much as last year. This has already enabled the state to save 9 billion hryvnias while engaging thousands of small and medium-sized businesses in public procurement,” emphasised Oleksiy Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine.

At the opening of the Forum, Eriks Mezalis, Team Leader of Component 2 “Public Procurement” of the EU4PFM Programme, stated “Efficient acquisition of standardised goods is a key element of a strong public procurement system, and procurement centralisation is amongst the EU procurement policy priorities. Ukraine has made notable progress in the implementation of centralised procurement solutions and in expanding the scope of electronic procurement catalogue. For the next reform phase, full compliance with the EU legal provisions needs to be achieved, and I am very glad that there is a commitment amongst stakeholders to take the necessary steps in this regard”.

During the first panel, Yevhen Gonchar, Deputy Minister of Health; Yevhen Yakubovsky, Director of the SI “Professional Procurement”; Iaroslav Lyubchenko, Acting Director of Prozorro; and Oleksiy Movchan, Deputy Head  of the Verkhovna Rada Committee on Economic Development, discussed the future development of the Prozorro Market e-catalogue.

“As the main administrator of Prozorro Market, the Profzakupivli team is actively working to expand the product range and improve the customer experience. We analyse the market and proactively add new product categories so that every contracting authority can quickly and conveniently find what they need. Our responsive and friendly support team ensures timely assistance to both customers and suppliers,” noted Yevhen Yakubovsky, Director of the SI “Professional Procurement”. 

The second panel gathered managers and purchasers from large state institutions to discuss practical ways of enhancing procurement efficiency through the e-catalogue, including better planning and improved interaction with suppliers.

The third panel focused on the specifics of European experience in developing public procurement and electronic catalogues. Speakers from the Ministry of Economy, Environment and Agriculture, the EU4PFM Public Procurement Component, and Portugal’s procurement consultancy sector (former ESPAP expert) shared their vision of Ukraine’s path toward EU integration in the procurement domain. Participants highlighted key points and changes that await the sector in the future and emphasised the reform steps that still need to be carried out in order to achieve full compliance with the EU law. 

The Prozorro Market Forum served as a dialogue platform for customers, businesses, government institutions, and other stakeholders in the procurement sphere. Effective and transparent public procurement practices are particularly important during the current period of martial law.

The event was organised with the support of the Ministry of Economy, Environment and Agriculture and the EU Public Finance Management Support Programme for Ukraine (EU4PFM, Component 2).
