Ukraine Launches Development of NCTS Phase 6

Ukraine has started the development of the NCTS Phase 6 system. Advancing to the next phase of NCTS is an important step in preparing for integration with the European Union’s customs systems.
NCTS Phase 6 is the updated version of the New Computerised Transit System, designed to meet the latest requirements of EU Regulations and the Multi-Annual Strategic Plan for Electronic Customs (MASP-C). It aims to further modernise electronic customs procedures, ensure efficient movement of goods in transit, and align Ukraine with European standards.
The development will be carried out under a contract concluded by the State Customs Service of Ukraine, financed by the EU4PFM Programme.

 

With regard to benefits for Ukrainian businesses, the State Customs Service is leaning towards the so-called “Opt-in” version. While more complex to implement, this option will allow Ukrainian traders to retain the well-established advantages of common transit – a particularly important factor during the period before Ukraine’s EU accession.
“The implementation of NCTS Phase 6 will optimise the common transit procedure for Ukrainian traders in line with integration into EU digital systems,” said Serhii Demchenko, Director of the Transit Procedures Department of the State Customs Service.
Vytenis Ališauskas, EU4PFM International Expert in Customs, highlighted the State Customs Service’s professional project-based approach to this contract, which builds on the positive experience gained from implementing NCTS and joining the Convention on Common Transit.
Ukraine plans to finalise development and roll out the system in 2026.
