EU4PFM supports aligning of Ukraine’s budget system to European standards
During a working visit to Kyiv, EU4PFM international expert on budget process, Vilius Šapoka, met with the leadership of the State Budget Department and the Department for European and Euro-Atlantic Integration of the Ministry of Finance of Ukraine.
The parties discussed current issues of cooperation and outlined further plans. The main topics included the support to the Ministry of Finance for the screening and the study of EU countries’ experiences in implementing European budgetary standards in the context of European integration.
To prepare for the screening, EU4PFM is organising a series of workshops for the State Budget Department. During these events, international experts share the experiences of EU countries in medium-term budget planning, expenditure review, budget execution monitoring, the relationship between budget and strategic planning, and budget reform in general. In particular, representatives of the Department also expressed their suggestions and requests regarding desired topics for the next such seminars.
Volodymyr Lozytskyi, Head of the State Budget Department, noted that over the years of reforming the budget system, Ukraine has made significant progress. However, there is a need for a deeper study of EU principles in order to apply them to the Ukrainian context.
In turn, EU4PFM international expert Vilius Šapoka assured that EU4PFM will continue to support the Ministry of Finance in bringing the Ukrainian budget system closer to European standards. Mr Šapoka also confirmed the readiness of the Project’s experts to continue sharing knowledge and experience with Partners, which is necessary for the successful completion of the screening.
