EU4PFM supports reform of the Accounting Chamber of Ukraine: key documents adopted for transition to state auditor positions
The Budget Committee of the Verkhovna Rada of Ukraine has approved a decision on the maximum staffing levels of the Accounting Chamber in line with amendments to the Law “On the Accounting Chamber.”
The approved staffing levels are as follows:
• 2025 – 702 positions
• 2026 – 839 positions
• From 2027 onwards – 989 positions
This decision paves the way for transitioning specialists to state auditor positions in accordance with the updated legislation.On January 30, 2025, the Accounting Chamber adopted the necessary regulatory documents for assessing its specialists and transitioning them to state auditor positions. Experts from the EU4PFM project provided support in developing these documents.
The approved documents include:
▸ Competency profiles for state auditor positions
▸Qualification requirements and professional suitability criteria for state auditors
▸ A list of documents confirming the required level of professional knowledge for state auditors
▸ Procedures for competitive selection for state auditor positions
▸Procedures for appointment to state auditor positions
▸Regulations on calculating work experience for different categories of Accounting Chamber employees
The reform of the Accounting Chamber’s human resources policy is another step towards strengthening financial oversight in Ukraine, implemented.
