IT System for Online Interaction with Spending Units Operational
After a successful 6-month pilot project, the Automated Information System for Online Interaction with Spending Units of the State Budget (AIS “GRK-WEB”) of the Ministry of Finance has become operational.
This system will significantly simplify and automate the budget planning activities of the Ministry of Finance, key spending units, and subordinate spending units. It is part of the Ministry’s project to build a new, modern information and analytical system for budget planning and monitoring of the state budget execution.
Around 1,000 specialists from 163 budgetary institutions that manage and receive state budget funds participated in the pilot project. During the pilot, participants created over 2,500 electronic documents related to various stages of the budget process. Most of these documents used real data and indicators related to the activities of the pilot institutions.
Thanks to the active feedback from pilot participants, the new system considers the sectoral specifics of individual key spending units while ensuring the standardisation and universality of the software product for all participants in the budget process.
On April 1, the process of registering key spending units, subordinate spending units, and recipients of budget funds began. To assist with the registration process, a user support service is available to provide prompt advice and answer questions regarding the system’s operation.
The Automated Information System for Online Interaction with Spending Units of the State Budget (AIS “GRK-WEB”) is being developed by the State Institution “Open Public Finance” on behalf of the Ministry of Finance of Ukraine with the financial support of EU4PFM.
