10 years of successful partnership: results of participation in the meetings of the WTO Committee on Government Procurement

The visit took place with the support of EU4PFM.

On June 22–24, 2026, the WTO Committee on Government Procurement (GPA) held its meetings in Geneva. This year marks a significant milestone — 10 years since Ukraine’s official accession to the Agreement on Government Procurement. Over the past decade, Ukraine has progressed from adapting its legislation to achieving full integration into the global procurement system, becoming a significant factor in strengthening transparency and trust in Ukrainian institutions on the international stage.

Ukraine was represented at the events by:

  • Yehor Tkachyk – Head of the International Activities Sector, Public Procurement Department, Ministry of Economy, Environment and Agriculture of Ukraine;
  • Oksana Kamyanetska – Expert on International Cooperation and Communication of Ukraine in the Public Procurement Area, EU4PFM Public Procurement Component;
  • Andrii Blazii – First Secretary of the Permanent Mission of Ukraine to the UN Office and other International Organizations in Geneva.

On June 22–23, the delegation held bilateral meetings with delegations from Canada, Australia, the United Kingdom, and the European Union. Particular attention was given to the meeting with the newly appointed Chair of the Committee, William Westerveld Jensen, aimed at establishing a working relationship and discussing strategic priorities for the GPA’s future activities.

On June 23, the delegation also participated in the meetings of the small working groups on Sustainable Public Procurement and on the Collection of Statistics.

In particular, Yehor Tkachyk, who serves as coordinator of the Work Programme on the Collection and Reporting of Statistical Data, presented the results of Ukraine’s completion of the updated statistical template for 2024 and 2025, clearly demonstrating its value for analyzing the structure of the public procurement market. Representatives of the Parties to the Agreement assessed the new approach to compiling statistical data as the most optimal one, confirming that the task set out in the work programme has been achieved and that this approach can be used for the further collection of statistics within the GPA.

The Ukrainian side also had the opportunity to inform its partners about the adoption of the new Law of Ukraine “On Public Procurement.”
