“Don’t offer – we don’t take”: first results of the campaign

EU4PFM, together with the State Customs Service, has implemented a nationwide anti-corruption awareness campaign covering the entire territory of Ukraine.

The campaign aimed to inform citizens and businesses about the possibility to report corruption-related offenses they may encounter when interacting with customs authorities, while also encouraging open and transparent communication with customs to help reduce such incidents.

The most intensive rollout took place in the western region, where the highest traffic flows and demand for customs services are concentrated.

The campaign included a range of communication activities, notably outdoor advertising (posters and billboards) as well as the dissemination of social video messages.

Within three months of implementation:

posters were placed in

23 customs offices;

across 490 locations;

reaching over 60,000 contacts per day;

generating more than 22 reports of potential violations.

Since the campaign’s launch, customs authorities have observed a shift in the pattern of complaints and reports related to corruption. In particular, locations with a higher number of posters have seen greater engagement and reporting activity.

The posters will remain in place going forward, ensuring the campaign’s continued visibility and providing citizens and businesses with ongoing access to information on how to report corruption-related offenses.
