Contribution to drafting of strategic documents:
  • PFM sectoral IT strategy. The Strategy for Digital Development, Digital Transformations and Digitalization of the Public Financial Management System until 2025 and the Action Plan for its Implementation were approved by the CMU Resolution No. 1467-р dated November 17, 2021. It had been developed by the MoF with the EU4PFM support. SCS institutional IT plan. Expert recommendations were provided to the SCS in the process of drafting of its Strategic Plan of Digital Development, Digital Transformation and Digitalisation for 2022-2023 and an Action Plan. An even more comprehensive plan for the following period, until 2026, was produced by the SCS in 2024, aligned with relevant provisions of the EU’s Multi-Annual Strategic Plan for Electronic Customs (‘MASP-C’) – with guidance from EU4PFM.
  • STS institutional IT plan. Strategic advice was provided to the STS in the course of preparation of the Plan of Digital Development of the STS until 2030, specifically by delivering expert recommendations on approach to defining the ‘To-Be’ status, goals and activities to achieve it – using internationally recognized methodologies. The Plan was aligned with the National Revenue Strategy of Ukraine, but most importantly, it reflected the response measures in the context of new challenges for Ukraine – such as war, intensified cyberattacks, newly introduced data exchange practices with the EU and preparations for the prospective membership of Ukraine in the EU.
  • ACU institutional IT strategy. Preparation of the draft of the institutional strategy on IT development of the ACU was supported – the aim was to define the targets and the measures which could automate core business processes of the ACU and strengthen its analytical capacity.
IT consolidation in PFM sector:
  • Private Cloud for PFM sector.  Needs analysis of PFM institutions, examining of documenttion about existing information systems and infrastructure of the PFM institutions was undertaken. The possible vision on the architecture (high-level design of the private cloud) was elaborated, as well as the draft of a low-level design document and technical specifications for the purchase of hardware and software. Some of the supporting documentation – such as a Catalogue of information systems and Passports of information systems were prepared.
  • A thorough analysis of the legal basis and needed legal amendments was done, as well as a possible roadmap for legal actions which are necessary prior to migration to private cloud and a separate roadmap for activities required for actual transition to the private cloud.
  • Security Operations Center (SOC) for PFM sector. The assessment of the existing cybersecurity solutions, processes and personnel was completed. The possible architecture and requirements were developed, as well as high-level design of SOC and technical requirements for designing a low-level design, and supporting documents such as descriptions of organisational structure of future administrators. The target structure of the SOC team and qualifications were defined.
Support provided for the strengthening of the IT infrastructure capacity:

 

  • Server and network equipment for the backup datacenter of the MoF were procured and installed.
  • Cloud storage services were activated for the backup data center of the MoF.
  • The modular datacenter with servers, storage system, network equipment and diesel generator was procured for the SCS and launched to serve as disaster recovery IT solution. It was an exceptionally important measure after the start of the war, aimed at securing data preservation in the systems which are of critical importance for the economic activity of Ukraine. This equipment makes it possible to deploy a full-fledged alternative data center in addition to the main SCS data center and serve the SCS needs not only as an emergency measure for backup of data at present, but also in post-war period.
  • The mobile data container and diesel generator for the STS was procured and installed in a remote location thus securing data backup for the STS. The container is equipped with modern equipment and assures high performance and physical security of servers and network.
  • The servers and firewalls were supplied to the STS for back-up of the components of the information systems hosting the registers which are the objects of critical infrastructure.
  • New hardware for Wi-Fi at the main office of the SCS was procured and put into operation, with the purpose of serving high-quality and secure exchange of big volumes of critical data between the employees of this large institution.
Securing efficient operation of IT of PFM personnel:
  • 1000 laptops delivered to STS personnel relocated from zones affected by war in Ukraine.
  • Hardware for remote work of SCS employees – 200 laptops and video conference equipment – delivered and installed (as a special support measure related to COVID-19).
  • 485 laptops were delivered to the MoF and 100 laptops – to the State Treasury Service of Ukraine, for remote work due to security emergency.
  • Conference equipment for the main office of the MoF was supplied.
  • UPS (uninterruptable power supply) was provided to the MoF to support its function as a manager of a sectoral IT infrastructure and some information systems at the times when energy supply is unstable due to attacks on energy generating facilities and transmission networks.
Data security related interventions:
  • Storage for electronic qualified signature provided to the STS. It serves to enhance the security of individual e-keys of the STS personnel.
  • Anti-virus and data protection software was delivered to the MoF thus reducing the threat of hacking and unauthorised access in the times when cyberattacks on governmental institutions in Ukraine increased at unprecedented levels.
  • 850 licenses for multi-factor authentication were provided to the MoF.
