EU4PFM and SIGMA held two-day workshop for the Antimonopoly Committee on public-private partnerships

EU4PFM Experts of the Procurement Component, in cooperation with SIGMA, held a two-day practical workshop for the AMCU to help the Committee’s team prepare to take on its new functions as a review body in the field of public-private partnerships (PPPs) and concessions. International experts shared the experience of EU countries in reviewing challenges and handling complaints related to large-scale infrastructure projects.

From October 2026, the AMCU will officially perform the functions of a review body for concession agreements under Ukraine’s updated legislation, so the main objective of the training was to prepare the Committee to exercise its new powers. 

Ēriks Mežalis, Team Leader of the EU4PFM Procurement Component, said: “Ukraine is committed to achieving full compliance with EU requirements by the third quarter of 2027. This means not only aligning material and procedural law, but also it includes application of review procedures to public-private partnerships with long-term procurement or concession contracts. A proper and impartial review mechanism is essential to protecting investors’ rights and ensuring transparency in attracting private capital for infrastructure reconstruction.”

Over the two days, international public procurement experts shared practical experience of how similar review mechanisms operate in EU countries. The seminar covered, in particular:

The concept and project cycle of PPPs: Damir Cimer and Małgorzata Stachowiak explored the legal and business aspects of PPPs, the rationale for choosing this mechanism, the project implementation cycle, as well as EU approaches to risk management and addressing common challenges.

EU countries’ experience with review procedures: Ēriks Mežalis and international colleagues presented practical experience from Latvia, Poland and Croatia in handling complaints during the award of PPP and concession contracts.

PPP and concession mechanisms can help bring private investment and management expertise into the public sector, delivering greater efficiency compared with traditional procurement. At the same time, such projects require strict compliance with public finance management rules and transparent award procedures.
