EU4PFM assists in preparing tax IT systems for EU integration

EU4PFM recently facilitated a high-level strategic discussion on preparing Ukraine’s tax IT systems for future data exchange with the EU. This coordination meeting brought together senior leadership from the Ministry of Finance and the State Tax Service, as well as EU4PFM international experts, representatives of DG TAXUD, and the EU Delegation to Ukraine. The aim was to start work on a roadmap for IT development linked to EU accession requirements.

Ukraine continues to align its legislation with EU law. However, legal changes alone are not enough. IT systems must support the application of new rules. That is why success depends on developing software and legislation in tandem.

DG TAXUD presented a list of IT systems that Ukraine will need to develop for integration into the EU information exchange framework. Participants agreed to begin with a gap analysis. This analysis will compare current Ukrainian datasets and systems with EU requirements.

EU representatives stressed that the process should be well planned, since it will require structured administration and resource allocation. DG TAXUD reaffirmed its readiness to provide continued technical guidance throughout this process.

As the first line of support, EU4PFM will continue to facilitate this technical dialogue and provide the expertise needed to turn these strategic plans into reality.
