EU4PFM experts delivered training in Kyiv on EU excise legislation for Ministry of Finance and STS specialists
EU4PFM continues to provide systematic support to Ukrainian partner institutions in strengthening their institutional capacity on the path to European integration. Through regular professional discussions and training sessions, partners from the Ministry of Finance and the State Tax Service (STS) have gained a solid understanding of EU Directives and are now able to work alongside international experts on specific issues related to legislative harmonisation on an equal footing.
A recent three-day series of tax training sessions in Kyiv focused on an in-depth analysis and practical application of the EU legislative framework on excise taxation. EU4PFM international taxation experts Paulius Majauskas, Ieva Liepiņa and Aldis Ezers shared their practical experience with Ukrainian colleagues.
During the sessions, participants examined key aspects of excise tax regulation in the EU, including:
- registration of taxpayers and excise operators
- rules about tax warehouses, fuel storage facilities
- the functioning of the Excise Movement and Control System (EMCS)
- accounting for alcoholic products in an excise warehouse, as well as control of the circulation of alcohol and tobacco products after release for consumption
- maximum retail price of tobacco products etc.
The practical knowledge gained and deeper understanding of EU rules will enable the Ministry of Finance and STS specialists to implement the necessary changes to national legislation more effectively, bringing Ukraine’s tax system closer to European standards.
Beyond legislative alignment, sharing this specialised knowledge is a critical step in building the necessary capacities to implement EU requirements directly into everyday administrative practice, also to deploy the necessary IT solutions.
