European experience in the field of excise administration: a workshop on EMCS and SEED business processes was held

How do modern European systems for monitoring the movement of excise goods operate?

Participants looked into this question during a workshop dedicated to the business processes of European’s Excise Movement and Control System (EMCS) and the System for Exchange of Excise Data (SEED).

The workshop, organised with the support of the EU4PFM Programme, was delivered by EU4PFM International Expert Aldis Ezers.

During the online workshop, participants were introduced to the architecture, interfaces and operating principles of Latvia’s EMCS and SEED systems. The expert demonstrated the functionality of both the EMCS Trader module and the national EMCS module used in EU.

The agenda also covered the exchange of electronic administrative documents (e-AD) and electronic simplified administrative documents (e-SAD), subsequent EMCS transactions, and additional national functionalities that support the effective control of excise goods movements.

The workshop sparked lively discussions, with participants asking numerous questions about the practical implementation of the systems, their functionality and the underlying business processes. The interactive format provided an excellent opportunity to exchange experiences and gain a deeper understanding of European digital solutions for excise administration. While the practical demonstration offered valuable knowledge and best practices that could contribute to the further development of similar IT systems in Ukraine.
