From risk assessment to audit planning: compliance audit training continues at the Accounting Chamber of Ukraine

Last week, from 10 to 14 August, the compliance audit training programme at the Accounting Chamber of Ukraine continued, taking participants from risk assessment to audit planning.

Auditors from three groups continued their work on Module 2 “Risk assessment”, learning to distinguish genuine risks of non-compliance from established facts, problems and audit evidence. Through exercises and case studies, they assessed the significance and priority of risks, considered potential fraud-related factors and explored how identified risks should shape audit questions and procedures.

On 11 August, audit team leaders continued with Module 3 “Risk assessment”, developing a focused preliminary risk assessment based on the approved audit strategy and their understanding of the audit subject matter. They worked on identifying warning indicators, information gaps and potential consequences, while considering materiality and professional judgement.

The week continued on 13 August with Module 4 part 1 “Audit plan” for audit team leaders . Moving from what could go wrong to how the audit should respond, participants prioritised risks and criteria, defined the appropriate depth of audit work and discussed how to approach regional implementation while maintaining a consistent and defensible audit approach.

Step by step, the training is helping participants connect risk identification, assessment and audit planning into one coherent process — strengthening the analytical and strategic skills needed for effective compliance auditing.

The programme is organised jointly by the Accounting Chamber of Ukraine and EU4PFM Component 5 experts.
