New Era for Public Procurement: EU4PFM Supports Forum Celebrating 10 Years of Prozorro

A decade of evolution and a new dimension of public procurement: the procurement community came together to celebrate Prozorro’s 10th anniversary, reflect on the journey so far and look ahead to the next stage of its development. Supported by the Public Procurement Component of the EU4PFM Programme, the event demonstrated how a bold idea shared by a group of like-minded people has evolved into an effective system that saves public funds, contributes to more transparent reconstruction and brings Ukraine closer to EU standards.

To develop solutions to today’s challenges, the event brought together government representatives, international partners, civil society experts, businesses and the wider procurement community as part of a single ecosystem.

The discussions focused on the key directions for the reform’s further development, as public procurement has long gone beyond the traditional electronic tender.

In particular, the Prozorro team presented the new e-Contracting module. The solution removes bureaucratic delays in business–government interactions by bringing public procurement contract signing fully into the digital environment. This kind of seamless digital process is at the heart of Ukraine’s European integration reforms and was explored in detail during the EU4PFM panel dedicated to Ukraine’s accession to the EU. For Ukraine, transparent procurement is not an abstract requirement — it is evidence of the country’s capacity to deliver complex transformations even during wartime.

Two of the most sensitive areas were also given special attention: defence procurement and Ukraine’s reconstruction. Participants focused on what matters most: the frontline requires more than simply the lowest price — it requires speed, quality and the assessment of the life-cycle cost of defence technologies, while maintaining a balance between confidentiality and accountability. When it comes to reconstruction, Prozorro is set to become one of the key arteries of the process — connecting partners’ funding with the development and delivery of concrete reconstruction projects while minimising risks for international investors.

Ten years ago, Prozorro was just a start-up and a much-needed challenge to an outdated bureaucratic system. Today, with the steadfast support of international partners and the resilience of the entire procurement community, it is a stable digital platform that has stood the test of time and is already setting new, higher standards.
