Procurement under the new rules: Mineconomy, Prozorro and EU4PFM explain what will change for the market
Ukraine’s public procurement system is entering a new phase – one that is more closely aligned with EU practices. To help the market understand what this means in practice, the Ministry of Economy, Environment and Agriculture, Prozorro and EU4PFM organised a two-part webinar series for contracting authorities, suppliers, legal professionals and civil servants.
Webinar 1: the new Public Procurement Law
On 8 July, participants heard why the new Law of Ukraine “On Public Procurement” is much more than a technical update – it is an important step on Ukraine’s path towards EU membership. The discussion covered the Law’s entire journey, from its initial concept and drafting to its adoption, the key changes that will affect contracting authorities and market participants and how European best practices have shaped the reform.
The speakers included Anna Artemenko, Deputy Minister of Economy, Environment and Agriculture, Oleksii Movchan, Member of the Parliament and representative of the Verkhovna Rada Committee on Economic Development, Mykhailo Mokhnia, Acting Head of the Public Procurement Department at the Mineconomy and Eriks Mezalis, Team Leader of EU4PFM Procurement Component.
Webinar 2: 5 EU procurement tools that will transform competition
On 15 July, the second webinar “Advanced Competitive Public Procurement Procedures: EU Experience for Modernising the System” explored five procurement procedures that make public procurement across the EU more flexible, competitive and innovation-driven: competitive dialogue, competitive procedure with negotiation, design contests, innovation partnerships and dynamic purchasing systems.
The discussion focused on how and when these instruments could be introduced and applied within Ukraine’s public procurement system. To help procurement professionals better understand each of these procedures, the experts of the EU4PFM Public Procurement Component have also recorded a series of educational videos, which will soon be published on the EU4PFM Youtube channel.
Opening remarks were delivered by Tetiana Mishta, Deputy Director of the Public Procurement Department at the Mineconomy and Eriks Mezalis (EU4PFM). The procurement procedures were presented by EU4PFM Procurement Component experts Oleksandr Shatkovskyi, Eriks Mezalis and Katerina Velichkova.
The webinar series marked another important step in the dialogue between the government, the business community and procurement experts on the future of Ukraine’s public procurement system following the adoption of the new Law. EU4PFM continues to support this reform and its alignment with European standards.
