The Ministry of Finance of Ukraine has approved the updated Strategic Plan for the Digital Development of the State Customs Service through 2030

The Ministry of Finance of Ukraine has approved the updated Strategic Plan for the Digital Development of the State Customs Service through 2030. The document envisages the development and deployment, by 2030, of the customs IT systems required for Ukraine’s accession to the European Union. According to the plan, by the end of its implementation, Ukrainian customs IT systems compliant with EU requirements are expected to operate as part of the unified framework of the European Customs Union.

The list of systems and the implementation timeline were developed on the basis of guidance provided by the Directorate-General for Taxation and Customs Union (DG TAXUD) in 2025.

The document includes a detailed implementation roadmap for the deployment of European customs systems. Particular attention is given to project management principles designed to ensure effective coordination, monitoring and delivery of the planned activities.

It also establishes a clear responsibility matrix, defining the distribution of roles and responsibilities among the key stakeholders involved in the process, including the Ministry of Finance, the State Customs Service and other public authorities. The document specifies the areas of responsibility of each institution and the mechanisms for their cooperation.

In addition, all information systems are to be developed on the basis of a Service-Oriented Architecture (SOA), in line with the principles set out in the EU Multi-Annual Strategic Plan for Customs electronic systems (MASP-C).

The Strategic Plan was prepared with the participation of the Ministry of Finance of Ukraine, experts from the European Commission, DG TAXUD and the EU Public Finance Management Support Programme for Ukraine (EU4PFM).

Funding will be provided from the State Budget of Ukraine, international technical assistance and other sources.

As previously reported, the UCC based function- technical requirements for core customs IT systems required for Ukraine’s accession to the EU were developed by EU4PFM and handed over to the State Customs Service in 2025.
