EU4PFM supports the development and successful testing of the Risk Profile Manager System by the State Customs Service of Ukraine

The State Customs Service of Ukraine, with the support of the EU4PFM Programme, has developed and successfully tested the Risk Profile Manager, a software and information system designed to automate the accounting and administration of electronic risk profiles.

The new system streamlines and automates the collection, accumulation, and processing of risk profile data, while providing end-to-end visibility of the entire risk profile lifecycle—from creation and implementation to status changes and subsequent maintenance.

Risk profiles constitute one of the core components of the Automated Risk Management System, one of the most important IT systems used by customs authorities. Consequently, the digitalisation of risk profile administration is expected to enhance the effectiveness of customs risk management and optimise related procedures.

Although the primary objective of the current contract is to achieve the full automation of risk profile administration, the State Customs Service is already considering opportunities for the system’s further development. In the future, it is envisaged that the platform will be used not only for record-keeping purposes, but also for analytical research and advanced risk analysis.

The next stage will involve the deployment of the system into full operational use following the completion of the necessary administrative procedures related to the transfer of the software package to the State Customs Service.

As part of its support for Ukraine’s path towards European Union membership, the EU4PFM Programme has already financed a number of important initiatives, including the development of the NCTS Phase 5 and Phase 6 IT systems, the software and information system for managing customs authorities’ decisions, the preparation of technical specifications for the IT systems required for Ukraine’s accession to the EU Customs Union, and the establishment of the Contact Centre of the State Customs Service of Ukraine.
