Component 2: Public Procurement

Component 2, Public Procurement, supports the further development of Ukraine's public procurement system by bringing it closer to the EU legal requirements and standards. The component focuses on strengthening the legal framework, enhancing institutional capacity, improving oversight mechanisms and promoting professionalisation in the area.

01 Further alignment of the legal framework (primary and secondary legislation) on public procurement (including concessions and defence) with the EU acquis

Procurement Component experts assist the Ministry of Economy and responsible Verkhovna Rada Committee in the development of the public procurement (including defence procurement), PPP and Concessions as well as the defenсe procurement legislation compliant with the EU acquis and the best international practices.

02 Strengthen institutional and organisational framework in public procurement, including concessions and defence procurement

Capacity building (study visits, trainings, workshops, events of experience exchange) is provided to Partner Institutions and procurement practitioners in order for them to be well – informed on the policy developments, trends and best practices in the EU public procurement and PPP landscape.

03 Strengthening capacities of the relevant public bodies in control, audit and complaint/review of public procurement procedures

Co-operation with public procurement oversight bodies include the consultations related to the EU accession process, assistance in the capacity building as well as the implementation of best procurement oversight practices.

04 Strengthen the framework for professionalisation of public procurement officers and enhanced communication/outreach to the participants of the public procurement market

Understanding the core importance of the well skilled and knowledgeable professionals conducting public procurement transactions, the Procurement Component experts participate in the elaboration of procurement online courses, procurement HR management tools as well events related to dissemination to procurement reform and practice related information to the practitioners.

05 Strengthening of public awareness of procurement reform

For the procurement reforms to be successful, it is important for the wider audience to be informed about them. Therefore the EU4PFM programme carries out dedicated communication efforts for the dissemination of the programmes work.
