Ukrainian delegation explored sustainable procurement and reviewed procedures in Spain

On 28 September, a Ukrainian delegation visited Madrid City Council and the University of Alcalá to exchange experience on sustainable public procurement and the review of procurement decisions. The meetings opened a three-day study visit organised within the framework of EU4PFM.

At Madrid City Council’s Directorate-General for Procurement and Services, participants explored how public purchasing supports the city’s environmental priorities, from cleaner transport and energy efficiency to waste reduction and the circular economy. According to the figures presented, more than €450 million had been awarded through contracts containing green clauses by the end of August 2026.

The hosts shared both achievements and practical challenges, highlighting the importance of integrating sustainability into technical specifications, award criteria and contract performance. Life-cycle costing, practical support for procurement professionals and measuring environmental results were central to the approach presented.

 At the University of Alcalá, Professor Ximena Lazo Vitoria introduced Spain’s public procurement framework and its approach to green procurement. The session examined how national and regional policies translate sustainability objectives into purchasing requirements, including environmental and social considerations at different stages of procurement.

The programme also covered procurement review procedures, including who can challenge procurement decisions, which decisions can be appealed and how complaints are handled. Particular attention was paid to access to procurement records and balancing the protection of confidential business information with bidders’ right to an effective review.

Together, the meetings offered complementary insights into how clear rules, practical tools and effective review mechanisms support sustainable and accountable procurement. The experience provides useful reference points for Ukraine as it advances towards EU membership and addresses the needs of reconstruction.
