The State Tax Service is preparing to implement mandatory EU tax IT systems with EU4PFM support
Preparing the State Tax Service of Ukraine (STS) for EU accession requires much more than legislative approximation. It calls for a comprehensive transformation of business processes, digital infrastructure, and institutional capacity to ensure that Ukraine’s tax administration is fully aligned with the EU acquis.
These priorities were at the centre of a coordination meeting between the EU4PFM Programme and the State Tax Service of Ukraine, which brought together the STS Senior Management and Heads of Departments to advance the Roadmap for implementing mandatory EU tax IT systems.The participants discussed the practical steps needed to accelerate adoption and implementation of the Roadmap, including nominating focal points responsible for EU IT systems, progressing with gap analysis and business process modelling, and establishing an effective mechanism for monitoring implementation.
The discussions emphasised that legislative approximation and IT modernisation must advance in parallel. While the Ministry of Finance coordinates legislative alignment with the EU acquis, the State Tax Service plays a leading role in preparing the institutional and technological foundations required for implementing EU tax legislation.
Over the past four years, EU4PFM has been supporting the STS through comparative legal analyses, specialised workshops on EU tax IT systems, and methodological guidance for the implementation of key digital solutions, including EMCS, SEED, VIES, VAT-related systems, and the DAC framework for administrative cooperation. Experts have also developed practical materials and business process analysis provided to STS officials
The meeting concluded with an agreement to strengthen coordination, enhance ownership across the responsible departments, and continue regular progress reviews to ensure that implementation of the Roadmap advances in a structured and timely manner.
“Ukraine’s European integration requires a comprehensive approach. And it’s not just about harmonizing legislation, but also about integrating digital systems. Already today, the State Tax Service is actively working on integrating its IT systems into the single European tax space. Together with our long-standing international partners EU4PFM, during a coordination meeting, we discussed specific steps of the Roadmap for the implementation of mandatory EU IT systems in the field of taxation,” said Acting Head of the State Tax Service Lesya Karnaukh during the meeting.
“Preparing the State Tax Service’s IT systems for EU accession is not simply a technology project—it is an institutional transformation. Success depends on strong leadership, coordinated action across all departments, and sustained ownership of the process. EU4PFM stands ready to support this journey with expertise and practical solutions, while the driving force must come from the State Tax Service itself. Every milestone achieved today brings Ukraine closer to full integration into the European Union,” said Jurgita Domeikiene, Team-Leader of EU4PFM Component 1,3 and 4.
