EU4PFM efforts to modernize the budget process are focused on implementing international best practices

Strengthening the capacity to manage public investments and state property:
  • support automation of public investment management;
  • strengthen the capacity in the field of public investment management;
  • strengthen the capacity in the field of state property management.
Strengthen the capacity of state-owned enterprises for financial reporting and ministries for monitoring state-owned enterprises:
  • support for diagnosing the financial performance and fiscal pressure of state-owned enterprises;
  • support for capacity development of supervisory institutions;
  • development of tools and methodology for monitoring the financial statements of state-owned enterprises.
Strengthen the capacity to manage headcount and salary control, in particular by introducing an automated human resources management information system:
  • support the implementation and deployment of HRMIS (Human Resources Management Information System) / payroll system at the central and subnational levels of government in accordance with the HRMIS
  • Concept adopted by the government in December 2017;
  • Provide methodological support and guidance on change management and transformation of key HR practices related to HRMIS/payroll control implementation;
    support awareness raising and capacity building (training) of key HRMIS/payroll users.
