When HR becomes a strategic driver: key results from the EU4PFM study visit to Lithuania
How does the role of HR change when it evolves from an administrative function into a strategic partner of the organisation? This question was at the heart of the final day of the study visit to Lithuania for the Ukrainian delegation of civil servants.
Representatives of the Ministry of Finance of Ukraine, the State Tax Service, and the State Customs Service explored the Competency Framework of the Lithuanian State Tax Inspectorate, discussed the implementation of the TaxCompᵉᵘ and learned about a new approach used by Lithuanian HR professionals to support the training and development of managers.
Key takeaways from the day:
The traditional HR model treats human resources as an administrative function focused on compliance with legislation and internal procedures. The modern HR model turns human resources into a mechanism for implementing organisational strategy, with a focus on behaviours, skills, performance, and transformational change.
Special attention was given to the concept of critical positions – roles that directly affect organisational performance and business continuity. The loss of such positions can pose a risk to the stability of a public institution.
At the conclusion of the three-day visit, participants and international experts reflected on the lessons learned and outlined development priorities for their organisations. The delegation also received a practical take-home assignment to analyse:
- What is outdated and should be discontinued
- What works well and deserves further development
- What should be introduced starting next week.
Participants expressed their appreciation for the productive visit and highlighted the practical value of the knowledge gained for implementing change in Ukraine based on Lithuanian best practices.
The study visit was organised by the EU4PFM Expert Team with the support of the Central Project Management Agency (CPMA).
