On February 6, the third Steering Committee meeting of Component 2 “Public Procurement” under the EU4PFM Programme convened in Kyiv to present the Project's achievements, outline planned activities, and assess the overall progress of Public Procurement reform in Ukraine.

EU4PFM actively supports Ukraine in strengthening internal control and internal audit systems.

The Budget Committee of the Verkhovna Rada of Ukraine has approved a decision on the maximum staffing levels of the Accounting Chamber in line with amendments to the Law “On the Accounting Chamber.”

The State Customs Service of Ukraine participated for the first time in the Customs Integrity Perception Survey (CIPS), conducted in cooperation with the World Customs Organization’s (WCO) Anti-Corruption and Integrity Promotion (A-CIP) Programme. The CIPS, developed in 2019, consists of two separate surveys (one for customs officers and one for businesses). Its aim is to quantitatively assess how each group perceives the integrity of customs officials, administration, and operations.

According to Oleg Nikolaychuk, Deputy Head for Digital Development, Digital Transformation, and Digitalization (CDTO), in 2024, a cybersecurity assessment was conducted in accordance with the NIST CSF 1.1 framework, along with a review of the State Customs Service’s information security operational model. A roadmap with priority recommendations to achieve the target maturity level was developed, comprising six initiatives.

EU4PFM financed the translation of the platform https://edata.gov.ua, as well as the portals spending.gov.ua and openbudget.gov.ua into English. 

The Accounting Chamber is steadily advancing reforms that bring Ukraine’s Supreme Audit Institution closer to international standards.

From June to December 2024, the Ministry of Economy and the EU4PFM Procurement Component organized 5 regional workshops, which brought together participants from 13 regions of Ukraine.

In the context of Ukraine’s preparation for EU accession, an online meeting took place on January 14th, gathering representatives from the Ministry of Finance, the State Customs Service, DG TAXUD (Directorate-General for Taxation and Customs Union of the European Commission), EUD (European Delegation to Ukraine) and EU4PFM.

The Ministry of Finance has published the Digital Development Plan of the STS which defines the priority areas and phases of the State Tax Service's digital transformation until 2030.
