Ukraine is invited to the Convention on the common transit procedure and the Convention on the simplification of formalities in trade in goods. This is the result of consideration of the conclusions of the final monitoring mission of the EU, which took place on June 23-24, 2022.

The final assessment mission of the European Commission’s Directorate-General for Taxation and Customs Union (DG TAXUD) has completed its assessment of Ukraine’s readiness to accede to the Convention on a Common Transit Procedure and the Convention on the Simplification of Formalities in Goods and the possibility to apply the NCTS internationally.

With the beginning of the war in Ukraine, the problems of security of customs IT infrastructure and modern equipment for its provision became especially acute.

Today, the uninterrupted work of the Ministry is of greatest importance, as both the well-being of every Ukrainian and the state of the economy as a whole depend on it. That is why there is a need to secure the Ministry's critical data so that nothing could destroy it. To this end, the EU4PFM project provides the Ministry of Finance with servers, network equipment and data storage systems. The new equipment will help to organise an additional backup storage platform.

Apart from this, the Ministry of Finance of Ukraine recently received 200 laptops and 300 Microsoft 365 licences from the EU4PFM. The equipment was already delivered to employees of the Ministry, who were forced to flee their homes. This will help them work remotely and contribute to Ukraine’s victory.

The assistance was made possible thanks to the financial support of the European Union in Ukraine within the framework of the EU Public Finance Management Support Programme for Ukraine (EU4PFM). Further aid to Ukraine will be provided over the next weeks.

In general, the EU supports Ukraine with emergency Macrofinancial Assistance, amounting to €1.2 billion, and €2 billion has already been allocated to support Ukraine's defence through the European Peace Facility.

The State Customs Service with the help and support of EU4PFM has signed a contract for the development of national transit system software compatible with NCTS Phase 5.

Russia’s military aggression and subsequent introduction of martial law had a substantial impact on the public finance management in Ukraine in general and the EU4PFM activities in particular.

The EU4PFM project has been cooperating with partner institutions in the area of public finance management in Ukraine in human resource management and institutional development for about two years.

Public Institution Central Project Management Agency (CPMA) (Republic of Lithuania) is planning to procure services on the development of the Subsystem “Automatic Exchange of Tax Information” as part of the ITS “International Automatic Exchange of Information” (hServices). The final owner and beneficiary of the Services is State Tax Service of Ukraine.

Feb 10, a remote seminar on “Setting up and functioning of the national support service for trans-European customs systems” for the specialists of the State Customs Service, responsible for the work of the Ukrainian NCTS Support Service.

The EU4PFM project has summed up the results of activities in 2021.

The TOP-5 results in each area of the project's cooperation in the PFM field with partner institutions in Ukraine: the Ministry of Finance of Ukraine, the State Tax Service of Ukraine, the State Customs Service of Ukraine, and the Accounting Chamber of Ukraine prepared for a public audience.
