On 11–13 June, under the auspices of a study visit to Riga, Latvia, representatives of EU4PFM partner institutions from Ukraine met with Latvia’s public authorities, where they had the opportunity to exchange experiences and best practices in the field of public procurement.

On 6 June, the first regional training on "Public Procurement in the EU accession process. Overview of potential legal and institutional changes and strategic measures to improve procurement efficiency" took place in Kropyvnytskyi.

Magdalena Rzeczkowska, an EU4PFM expert, former Minister of Finance of Poland (2022 - 2023) presented the Polish experience of aligning legislation with EU customs regulations and implementing IT systems for paperless customs.

On the second day of the EU4PFM-organized study visit, representatives from the State Tax Service engaged in a series of enlightening sessions hosted by the Vilnius State Tax Inspectorate (STI). The discussions centered on debt management and risk assessment methodologies, presented by key STI members.

On a first day of a study visit to Vilnius, organized with the support of EU4PFM, representatives from the State Tax Service of Ukraine engaged in a comprehensive dialogue with the counterparts from the Lithuanian State Tax Inspectorate.

For the effective and rational implementation of the provisions of the anti-corruption strategy, based on the recommendations of international partners, national needs, and the experience of leading countries, the State Customs Service continues practical consultations with representatives of countries that have already completed the path to EU membership. This information will enable the improvement of anti-corruption policy tools and the avoidance of redundant and ineffective steps during implementation.

A new video, created by the State Customs Service with the support of EU4PFM, specifically addresses the hazards associated with counterfeit electrical appliances and equipment. As evidenced by past incidents, these items not only pose a risk of overheating but also melting and even exploding.

Jurgita Domeikiene, EU4PFM Team Leader, Vytenis Alisauskas, EU4PFM Key International Expert in customs area and Serhii Zvyagintsev , Acting Head of State Customs Service of Ukraine, explored various aspects of customs reforms, including enhancement of the anti-corruption programme, implementation of EU sanctions, harmonization of customs legislation with the EU one, the SCS further digitalisation and development of IT solutions within MASP-C during the meeting in Vilnius.

The process of personnel adaptation is a key focus of personnel management within the State Customs Service. As part of a pilot project introducing a competence model in personnel management services at Dnipro Customs, the adaptation procedure for newly appointed officials was successfully carried out.

The opening of EU accession negotiations brings new obligations for Ukraine. Compliance of the national procurement system with European standards is one of them. In this article, Eriks Mezalis, Team Leader of EU4PFM Component 2 on Public Procurement, sheds light on the progress made within Ukraine's ongoing public procurement reform, the pivotal role of the EU's Project in driving these changes, and the future trajectory of EU assistance in the years ahead.
