Kyiv, April 16, 2025 — EU4PFM today hosted the eighth high-level seminar in its established series titled “Two Perspectives, One Goal: Promoting Cooperation Between External and Internal Audit.”

As Ukraine advances on its path toward EU accession, aligning with international standards and best practices is a critical requirement under Chapter 32 of the Acquis Communautaire. 

First Deputy Minister of Finance Denys Uliutin, Deputy Minister Oleksandr Hrubiian, and State Secretary of the Ministry Dmytro Samonenko met with Jurgita Domeikiene, Team Leader of Components 1, 3, and 4 of the EU4PFM Programme, to discuss the work plan for developing an updated Public Finance Management Strategy and continuing analytical, technical, and expert support for the Ministry of Finance.

Since the start of russia’s full-scale invasion, EU4PFM has provided the Ministry with tangible support, in particular through its emergency assistance initiative.

The Steering Committee for the development of Ukraine’s new Customs Code has approved the preparation and adoption schedule for the document.

EU4PFM experts met with Serhii Zviahintsev, Head of the State Customs Service. The main focus was on the strategic tasks on the path to integrating Ukrainian customs into the European framework, particularly harmonizing Ukraine’s customs legislation with EU standards and operationally integrating customs processes according to European norms.

The State Tax Service is actively advancing the implementation of the National Revenue Strategy through 2030, with EU4PFM support playing an important role in this process.

How can integrity be enhanced and European transparency standards implemented? Ukrainian customs officers, together with international experts, have identified the next steps in anti-corruption measures.

Oleksandr Hrubiian, Deputy Minister of Finance of Ukraine, held a working meeting with EU4PFM International Key Experts Vytenis Alisauskas and Paulius Majauskas to review progress made through joint efforts on key digital transformation initiatives in public finance management (PFM).

The meeting agenda for the final day of the Procurement Component’s study visit was dedicated to Public-Private Partnerships (PPP) and Concession topics — Ukrainian delegation met with Infraestruturas de Portugal and UTAP.
