EU4PFM Public Procurement Senior Legal Expert highlights the role of Procurement Reform in Ukraine’s European Integration

Oleksandr Shatkovskyi, EU4PFM Public Procurement Senior Legal Expert, stressed the significance of public procurement reform within the context of Ukraine’s European integration during the Second Military Procurement Forum.

“The coming years will mark a period of accelerated progress towards full EU membership for Ukraine. This will involve the adoption of new instruments and practices that have long been established in the EU but remain relatively unfamiliar in Ukraine. It is essential not only to understand these instruments properly but also to implement them effectively into national legislation and practice,” the expert stated.

During his presentation, Mr Shatkovskyi provided a detailed overview of the new Public Procurement Reform Strategy for 2024–2026. He addressed key challenges to be tackled by the new Public Procurement Law, discussed procedural novelties from the EU, and highlighted both the current state and future prospects of defence procurement in Ukraine.

The expert also emphasised the importance of training highly qualified defence procurement specialists: “The changes are numerous and ongoing. For successful implementation, it is crucial to have skilled defence procurement professionals who are fully dedicated to this vital area.”

The Forum was organised by the Office for Support of Changes of the Ministry of Defence of Ukraine, supported by the UK Government, and hosted by the Ministry of Defence of Ukraine.
