EU4PFM Procurement Component launched study visit to Lisbon for Ukraine’s delegation
The visit aims to facilitate knowledge exchange between Ukrainian and Portuguese counterparts on the implementation of procurement tools and innovative purchasing practices in sectoral procurement.
Ukraine’s delegation includes representatives from the Ministry of Economy, the State Audit Service, the Accounting Chamber, the Antimonopoly Committee, and the Verkhovna Rada.
On the first day, the Ukrainian delegation met with representatives from the Portuguese Institute of Public Markets, Real Estate, and Construction (IMPIC). IMPIC is the body in charge of implementation of public procurement in Portugal. It is a contact point for EC on the national procurement system, provides methodological support to contracting authorities as well as analyses the feedback from market participants and citizens regarding the functioning of public procurement system.
Over the meeting, participants discussed Portugal’s public procurement system, including regulatory arrangements, the e-procurement portal, and the implementation of horizontal policies such as green and social public procurement. Participants also compared experiences in Portugal and Ukraine, as well as identified existing challenges and potential solutions. The meeting concluded with a shared commitment of the participants to maintaining close cooperation in the future.
