EU Delegation, EU4PFM and the Ministry of Finance discussed ongoing and future support in PFM area

On May 12, the Delegation of the European Union to Ukraine, together with the EU4PFM Project and the Ministry of Finance of Ukraine, held a high-level meeting to align on priorities for the assistance from the EU4PFM Project.

During the working visit to Kyiv, Vilius Sapoka, EU4PFM International Expert on Budget Planning, met with First Deputy Minister of Finance Denys Uliutin. The meeting was also attended by Henrik Huitfeldt, Head of Section for Public Finance, Business Support and Social Policies, and Paulius Strelciunas, Programme Officer for Public Finance Management, Budget Support and Statistics at the EU Delegation to Ukraine.

With discussions underway on the next phase of the EU4PFM Programme, the partners focused on key areas of continued cooperation. These include support for the development of Ukraine’s new Public Finance Management Strategy, the creation of an Independent Fiscal Institution, further strengthening of medium-term budgeting, piloting of programme-based budgeting, and ensuring alignment with EU acquis within the EU accession process.

In turn, First Deputy Minister of Finance Denys Uliutin expressed his gratitude to the European Commission and the Project team for their consistent support and effective cooperation.

«Together with you, we have already achieved tangible results. However, there is still much work ahead and an intensive European integration agenda. For the Ministry of Finance, the next two years will be crucial in aligning with EU standards in the areas of budgeting, taxation, customs, and anti-money laundering. Of course, we expect that with the support of our European partners, including EU4PFM experts, the Ministry of Finance will succeed across all areas of its responsibility,” — stated the First Deputy Minister of Finance.

As part of his mission, Mr Sapoka will engage closely with the Ministry’s departments to synchronise undergoing activities in budget process modernisation and plans for the future.

«It’s remarkable to see progress in public finance management even amid a full-scale war,» noted Vilius Sapoka. «My main goal during this mission is to hear directly from our Ukrainian partners about the challenges they face — and to determine how EU4PFM can best support their efforts.»

This meeting reaffirmed the EU4PFM Project’s commitment to supporting the Ministry in implementing structural reforms in public finance management through analytical, technical, and expert assistance. As Ukraine advances on its European integration path, EU4PFM will continue to play a key role in enhancing fiscal governance, institutional capacity and alignment with the EU acquis.
