EU4PFM and the Ministry of Finance discussed further implementation of Public Finance Management reforms

First Deputy Minister of Finance Denys Uliutin, Deputy Minister Oleksandr Hrubiian, and State Secretary of the Ministry Dmytro Samonenko met with Jurgita Domeikiene, Team Leader of Components 1, 3, and 4 of the EU4PFM Programme, to discuss the work plan for developing an updated Public Finance Management Strategy and continuing analytical, technical, and expert support for the Ministry of Finance.

Since 2019, EU4PFM has been providing expert and technical assistance to the Ministry of Finance of Ukraine, supporting the alignment of the public finance management system with European standards — an essential step on the country’s path to EU integration.

Key outcomes of the cooperation include the digitalisation of processes and the implementation of modern IT solutions for public finance management. Notably, an advanced IT system for budget planning and monitoring has been developed, set to fundamentally transform the approach to budget policy. As a result, the 2026 State Budget will be fully prepared within this system. Additionally, the Project facilitates the harmonisation of Ukrainian legislation with EU standards, the implementation of tax and customs reforms, institutional capacity-building, and preparations for EU accession.

Denys Uliutin expressed his gratitude to the EU4PFM Project for its expert support in key areas of public finance reform and budget process digitalisation.

The EU4PFM Project helps the Ministry of Finance consistently improve the public finance management system, enhance the IT infrastructure of the Ministry of Finance, as well as the tax and customs authorities. And we are already seeing tangible results of our cooperation. European integration is one of the Government’s key priorities. On this path, the expertise of countries that have already undergone this process enables us to accelerate the alignment of Ukrainian legislation and procedures with EU standards. We highly appreciate this support and look forward to further fruitful cooperation,” stated the First Deputy Minister of Finance of Ukraine.

Among other future joint initiatives, EU4PFM will focus on further digitalisation of the Ministry. Currently, efforts are underway to develop an IT system for accounting in the public sector. Moreover, the Project will support the harmonisation of national legislation in the areas of budget, taxation, and customs, as well as the enhancement of the public internal financial control.

Summarising the meeting’s outcomes, Jurgita Domeikiene reaffirmed EU4PFM commitment to supporting the Ministry of Finance’s initiatives.
