EU4PFM met with the Head of the State Tax Service of Ukraine to discuss ongoing efforts to enhance the transparency and efficiency of Ukraine’s tax administration system

The State Tax Service is actively advancing the implementation of the National Revenue Strategy through 2030, with EU4PFM support playing an important role in this process.

Recent developments made possible through EU4PFM assistance include:

• software for transfer pricing risk analysis;

• modules for managing external requests and conducting data analytics;

• the “Universal Product Catalog and Classifier” subsystem.

“I sincerely appreciate the project experts for their invaluable support in preparing for the bilateral screening meeting between the European Commission and Ukraine on Negotiation Chapter 16, ‘Taxation,’” said Ruslan Kravchenko.

Another key focus of the meeting was IT solution for electronic audit (E-audit), a major area of collaboration with EU4PFM that promises significant improvements in tax control.The EU4PFM project is also aiding the State Tax Service in aligning national legislation with EU acquis as part of Ukraine’s European integration.

During the discussions, both parties addressed the implementation of EU acts in Ukrainian legislation, specifically focusing on the VAT Information Exchange System (VIES), VAT refunds for non-residents, the Excise Movement and Control System (EMCS), and administrative cooperation.

EU4PFM experts highlighted areas requiring enhancement, potential risks associated with implementing certain regulations, and proposed solutions based on international best practices.
