EU4PFM successfully conducts third regional training on Public Procurement
On 1-2 August, the EU4PFM team of public procurement experts, together with partners from the Department for Public Procurement and Competition Policy of the Ministry of Economy of Ukraine, held the third regional training “Public Procurement during EU Accession: Overview of Potential Legal and Institutional Changes and Strategic Measures to Improve Procurement Efficiency”.
This time, the event was held in Ivano-Frankivsk and brought together offline and online representatives of the Antimonopoly Committee of Ukraine, the Ivano-Frankivsk Regional Military Administration and procurement officials from Ivano-Frankivsk, Zakarpattia and Chernivtsi regions.
During the training, the speakers traditionally introduced the participants to the main policies implemented under the Public Procurement Strategy and Action Plan, explained the specifics of procurement during martial law and informed them about the latest changes in legislation. The active participation of the audience during the Q&A session demonstrated a strong interest in the topics covered and once again underlined the importance of holding such training sessions in the regions of Ukraine. Additionally, representatives of the Ministry of Economy received feedback and explored the challenges faced by purchasers in the western region of Ukraine.
The next day, a focus group was held among public purchasers to identify training needs in public procurement. Participants also shared their problems and obstacles preventing them from performing their functions effectively and discussed possible solutions.
The experiences and suggestions gained during the training and focus groups will be taken into account when preparing recommendations for institutional and regulatory changes in the field of public procurement and when developing a public procurement training programme.
Such regional events facilitate the exchange of experiences and improve communication with stakeholders in this area.
EU4PFM continues to work with the Ministry of Economy to implement reforms in the public procurement system, strengthening the knowledge of all stakeholders on public procurement, which will ultimately contribute to the efficiency and transparency of the procurement process in Ukraine.
