The Second Steering Committee meeting of Component 2, "Public Procurement," of the EU4PFM Programme convened in Kyiv to present Project’s achieved results, planned activities, and to assess the overall progress of public procurement reform in Ukraine.

The primary goal of the project is to automate tax control procedures, ensuring that controlled transactions comply with the "arm's length" principle. Given Ukraine's aspirations for EU integration, adherence to the OECD's transfer pricing guidelines for multinational companies and tax authorities is crucial.

IT systems, people management, society, and law enforcement: the cornerstones of success

The developer company, together with the State Tax Service, started developing the software after the successful approval of the terms of reference and description of design specifications.

The training will become even more effective as the newly developed programme will help civil servants and local self-government officials responsible for public procurement master modern methods and tools.

The second stage of the budget cycle—preparing budget requests by the key spending units (KSUs) and submitting them to the Ministry of Finance—has been completed.

As part of the EU4PFM emergency assistance initiative, the Project has recently delivered 35 laptops to the Ministry of Finance.

This was highlighted by EU4PFM international expert on PIFC, Manfred van Kesteren, during a recent meeting with First Deputy Minister of Finance Denys Uliutin and representatives of the Ministry's State Internal Financial Control Harmonisation Department.
