In the midst of an ongoing full-scale war, Ukraine is continuously advancing its public financial management. The E-audit, an advanced technology, empowers tax administrations to explore novel approaches to engage with significant volume of records keeping large taxpayers during the audit process, including the electronic submission of audit-related documentation. 

Throughout 2023, more than 33,600 movements initiated by the customs authorities of Ukraine were successfully completed in the member countries of the Convention on a Common Transit Procedure. Simultaneously, more than 7,600 movements originating from other Convention-participating nations were successfully concluded within Ukraine.

We're thrilled to kick off 2024 with great news: as Ukraine continues its journey towards EU membership, a crucial step was taken on December 22 with the signing of the Contribution Agreement on the "Extension of Public Finance Management Support Programme for Ukraine (EU4PFM)" by the Central Project Management Agency and the EU Delegation to Ukraine.

EU4PFM international expert on PIFC Manfred van Kesteren presented conclusions and recommendations on organising internal audit in Ukraine based on report conducted by the EU4PFM Team to First Deputy Minister of Finance Denys Uliutin.

The piloting of an automated information system for online interaction with key spending units (AIS “KSU-WEB”) has been ongoing for two months and is continuing according to plan.

“Startbooks” are out there now— printed "Startbooks" are being published for the 4 largest territorial customs offices (Kyiv, Lviv, Odesa and Zakarpattia) and online versions for several territorial customs. These comprehensive guides, a collaborative effort between the State Customs Service and the EU4PFM program, offer vital information for beginners or those returning to customs work after a break.

Safeguarding borders against the infiltration of counterfeit goods stands as a top priority for the EU. The EU Council, in May 2021, identified crimes related to intellectual property as a key aspect among the EU's top 10 threats in combating organized crime from 2022 to 2025.
