This document will serve as a roadmap for transitioning the Ukrainian procurement system to European standards, thereby ensuring transparency and efficiency in the use of budget funds.

The plan was developed in the context of Ukraine's preparation for joining the EU and the implementation of Annex XV to the Association Agreement, which establishes a clear list of measures that Ukraine must implement in order to harmonize customs processes with European standards. Special attention was paid to the fulfilment of all requirements regarding future integrations into EU systems.

From January 31 to February 2, 2024, in Chisinau, Oleksandr Shatkovskyi, Senior Legal Expert of the EU4PFM Public Procurement Component, participated in the International Conference on Sustainable and Circular Procurement for small and medium-sized businesses from the EU and Eastern Partnership countries.

To prepare for the EU accession process, the Ministry of Finance has increased its efforts in digitalising PFM institutions.

EU4PFM Project activities in 2024 will be centred around aligning Ukrainian legislation with EU acquis and preparing for the screening process, which began following the European Council's decision to open accession negotiations with Ukraine.

In the midst of an ongoing full-scale war, Ukraine is continuously advancing its public financial management. The E-audit, an advanced technology, empowers tax administrations to explore novel approaches to engage with significant volume of records keeping large taxpayers during the audit process, including the electronic submission of audit-related documentation. 

Throughout 2023, more than 33,600 movements initiated by the customs authorities of Ukraine were successfully completed in the member countries of the Convention on a Common Transit Procedure. Simultaneously, more than 7,600 movements originating from other Convention-participating nations were successfully concluded within Ukraine.

We're thrilled to kick off 2024 with great news: as Ukraine continues its journey towards EU membership, a crucial step was taken on December 22 with the signing of the Contribution Agreement on the "Extension of Public Finance Management Support Programme for Ukraine (EU4PFM)" by the Central Project Management Agency and the EU Delegation to Ukraine.
